Apple has been actively working to fix every small or big issue that the users are facing on the new iOS version, i.e. the iOS 10 on the various devices that are running it. The iOS 10.0.3 is the latest update, a small one but a rather important one thanks to the large issue that it fixes.
Sometimes, users tend to move on for sometime if there are issues with some performance or there are other glitches in the software, for which the company is slow on pushing a patch to fix it. But here, the newly launched iPhone 7 and iPhone 7 Plus had the issue of connectivity with Verizon network, and Apple’s new update is being sent to fix that.

Here’s what the update carries, according to the change log.
iOS 10.0.3 fixes bugs including an issue where some users could temporarily lose cellular connectivity.
The other iPhones, i.e. the previous generation models are unaffected and there have been no such issues reported by users, and thus Apple is sending iOS 10.0.3 OTA update to only the two newly launched iPhones.
A major chunk of users reported of losing 4G access on Verizon network and their iPhones fell to 3G network and stayed there until a reset of network settings was done. While this is now being fixed, there are no other improvements or changes to expect from the iOS 10.0.3 update.
