The recently announced Phone SE and 9.7-inch iPad Pro come with iOS 9.3 pre installed and for users purchasing these devices it is a must to upgrade to the latest iOS 9.3.1 to fix the issue. The unresponsive behavior is seen in cases when links through Safari, Mail or Messages are clicked and the app or the whole OS is hanging up.
